I am probably going to buy this dress. Blue
If I do, I plan to wear it with black opaque or patterned tights and
black suede shooties. Would this be Old Matchy or New Matchy?

In the Old Matchy, the idea was to play down the items by matching them. So, a brown alligator belt, and matching shoes.
This is why some people love the Old Matchy so much. Emphasis was on the main components; the accessories were background items. If you need proof of what the Old Matchy components were like, I could post my former high profile closed pumps with the square toe (if I still had them.)
In Unmatched, the bag, and sometimes the shoes, stand alone. This is difficult, and sophisticated, and looks like the "laundry basket" to some; especially if using old components that are not capable of standing alone. Unmatched became popular when shoes and bags styles went "Pop!"
In the New Matchy, the items are matched in order to emphasize them. So, the belt is patent (and has that great set-in frame) and the stockings will be black (instead of flesh tone) and the shoes will be high impact shooties (or glads, as they are worn with pencil skirts.) The dress is a backdrop for the accessories. They pop. Voila! New Matchy.
